As in many regions around the world, in recent decades Africa has entered the routine of electoral politics. This is described cogently and with authority by van de Walle and Bleck in this sweeping overview of fledgling democracy in Africa.The authors make a clear distinction between electoral politics and democratization, and note that though elections are now increasingly a routine event in many African countries this does not mean necessarily that great progress has been made towards the practice of democracy. As in many developing countries, electoral politics are characterized by patronage, clientelism and corruption.Nevertheless, the authors point to a series of benefits brought by the electoral process. In addition to the obvious good of creating at least the possibility of alternating political currents and the hope that with time the habit of holding elections will lead to more functional democracies, the authors identify various important corollary benefits. For example, election campaigns force politicians to interact with marginalized voters (e.g. rural voters) which they normally ignore, expanding citizenry expectations. The repeated process of voting also may create an attachment to responsive and accountable government. As citizen consciousness rise, dominant ruling parties get shaken out of their complacency, motivating them to better seek betterments for the general population.This interesting and well argued book boosts optimism on the prospects for African development. The normalization of electoral politics may lead to a political class that is more responsive to the general needs of the population.
